Driving Licence Andhra Pradesh Questions

Some of the Frequently asked questions regarding Driving licence and their answers if you are looking to apply for Driving licence in Hyderabad or Andhra pradesh.


  • Why do you need a Driving Licence?


As per Motor Vehicle Act 1988, a valid Driving Licence is necessary to drive any motor vehicle on public roads.

  • How to get a Driving Licence?

Stage I : Obtaining a Learner's Licence

Stage II : Obtaining a Permanent Licence

  • How do you obtain a Learner's Licence?

  1. Application Form No. 2 (available with the department)
  2. Fees of Rs. 50/- for each class of vehicle
  3. Proof of age, appropriate for relevant class of vehicle. For example Birth Certificate, Secondary School Certificate, Life Insurance Policy, Passport etc.
  4. Proof of residence like Ration Card, Electoral Roll, Electricity / Telephone Bill etc., showing the name of the person.
  5. Medical Certificate in Form No. 1A wherever applicable.
  6. 3 recent passport size photographs of the applicant.
  7. Applicants for Transport Vehicle Licence must apply in Form No. 8 and produce a Permanent Driving Licence for Light Motor Vehicle held by him, at least for one year.

Applicants for Learner's Licence shall pass a test regarding basic traffic signs and driver's responsibilities. The Learner's Licence so issued is valid for a period of six months from the date of issue and is renewable for another period of six months, during its validity.

  • How do you obtain a Permanent Licence?

The applicant should appear in person along with a registered motor vehicle of the relevant category before the Licensing Authority with the following:

  1. Application in Form No.4 (available with the department)
  2. Fee of Rs. 125/- for test and Licence
  3. Valid Learner's Licence held by the applicant for the relevant class, which is older than 30 days
  4. 4 recent passport size photographs of the applicant
  5. Applicants for Transport Vehicle Licence should enclose a Training Certificate in Form No. 5 issued by a recognized driving school.

 The applicant shall pass a driving test on a vehicle of the type he has applied for.

  • How long is the Driving Licence valid?

Licence to drive a Non-Transport Vehicle is valid for 20 years from the date of issue or until the holder attains the age of 50 years, whichever is earlier. After that, the Licence is renewed every 5 years. Transport Vehicle Licence is valid for a period of 3 years from the date of issue or renewal.

  • How can I obtain a learning licence?

You can obtain a learning licence by applying form 2 to the concerned RTO office with the following documents or Online.

  • HOW TO GET YOUR LEARNER¡¦S LICENCE?

• The applicant should have completed 16 years of age to drive a Motor cycle up to 50CC.

• The applicant should have completed 18 years of age to drive a Motor cycle above 50 CC and other vehicles like Light Motor Vehicles or any specified category.

• The applicant should have completed 20 years of age to drive Transport Vehicle and one year experience in driving Light Motor Vehicle.

• Educational Qualification should be 8th pass for driving the Transport Vehicle with One year experience in Non-Transport of the same category.

• Form 2: If the applicant is less than 18 years of age, parent/guardian should also sign the application for licence to drive Motor Cycle below 50CC, in the presence of the Licencing Authority or person authorised in this behalf by the Licencing Authority.

• Form 1- Self declaration: In case if the applicant applies for Transport Licence copy of the previous Driving Licence shall be submitted.

• Form 1A- Medical Certificate: In case of Transport Vehicle category or for an applicant who have attained the age of 50 years and applies for any category with one recent passport size photograph.

Address Proof: (Any one of the following document)

• Electoral Roll

• Life Insurance Policy

• Passport

• Pay slip (Issued by any Central Government /State Government or Local Body with employees address as per Service Register )

• Proof of Nationality

Note: If any one of the above certificates is not available, a Sworn Affidavit along with house owner’s address proof to the satisfaction of the Licencing Authority may be enclosed. Provided the applicant before an Executive Magistrate or a First Class Judicial Magistrate or a Notary public as evidence of age and address proof.

Age Proof: (Any one of the attested copy of the following)

• Birth Certificate

• School Certificate

• Certificate issued by a Medical Officer of the rank of Civil Surgeon.

Proof of Nationality:

• By Birth then proof thereof

• By Naturalisation then proof thereof

• By Decent then proof thereof etc.,

• Foreigner/ NRI, the particulars of his native country, address and other details of Personal ID’s, Passport, VISA, Legal Documents issued by Commissioner of Police, MRO and other Competent Authority.

Note:

• The applicant needs to appear for online test after taking the photograph, signature and thumb impression. 

• If the applicant has a valid LL or DL of different category then no need to go for test again the Learner’s licence is generated without the test.

Validity: 6 months from the date of issue.

b) Requirements for Duplicate Learner’s Licence:

• Copy of  Learner’s Licence or details such as Learner’s Licence No, Applicant name, S/o, Date of Birth, Date of Issue etc.,

Validity: Same as the Learner’s Licence 

c) Requirements for Retest to obtain Learner’s Licence:

• Cash Receipt or application number for which the applicant has given the last learner’s licence test.

Note: The applicant is eligible for retest after 7 days from the date of last online test.

Delivery of Documents - Same day.

  • HOW TO GET YOUR FRESH DRIVING LICENCE?

a) Requirements for Fresh Driving Licence:

• Form – 4 - Application for issue of Fresh Driving Licence 

• Valid Learner’s Licence in Form–3 should be more than 30 days old from the date of issue.

• One recent passport size photograph

• Driving Certificate in Form-5 from any Government recognized Driving School, if the applicant is to drive Transport Vehicle.

• Valid DL of Non-Transport Category of One year experience in the same category for which Transport Vehicle category is required.

Note: 

• Applicant should appear in person along with respective class of vehicles for which LLR is issued with documents i.e., RC, IC and PUC for undergoing driving test before the Motor Vehicle Inspector and should pass the test. If failed the applicant should appear for retest after 7 days.

• The applicant is exempted from test for a Non-Transport category provided the applicant hold a Driving Licence to drive such class of vehicle issued by a competent authority of any country outside India and defence personnel who has been discharged from service.

• Driving test is must for Transport Category vehicle.

b) Requirements for Retest:

1. Cash Receipt or application number for which the applicant has given the Driving test. 

2. The applicant is allowed for retest after 7 days from the date of last test.

3. If the applicant failed for 3 consecutive times with a gap of 7 days between the tests then the applicant is not allowed for retest for next 60 days from the date of last test.

  • HOW TO GET A DUPLICATE DRIVING LICENCE?

• Form LLD - duly signed by the driving licence holder with two specimen signatures (to be filled in the office where the licence was last renewed).

• One recent passport size photograph.

Note:The applicant is eligible to duplicate licence in case of original licence is Lost/Defaced/Torn

  • HOW TO GET YOUR DRIVING LICENCE RENEWED?
Requirements for Renewal of Driving Licence:

• Form – 9 and written application for smart card

• Form –1 - Application-cum-Self declaration as to the physical fitness

 • From -1A – Medical Certificate for Transport Vehicle category and also for persons who have age above 50 years for any category.

• Original Driving Licence

• Two recent passport size photographs

Note: If the applicant applied 5 years after the expiry the applicant needs to go for Retest (Test of Competency)
  • HOW TO GET AN ADDITIONAL CLASS OF VEHICLE ENDORSED ON YOUR LICENCE?
Requirements for an Endorsement on Driving licence:
• Form – 8 duly signed by the licence holder.
• Written application in case of computerized card or smart card.
• Form – 1- Application-cum-Self declaration as to the physical fitness
• From -1A- Medical Certificate for Transport Vehicle category and also for persons who have age above 50 years for any category.
• Form – 5 from recognized driving school for transport category
• Original Driving Licence.
• Original Learner’s Licence.
• One recent passport size photograph.
  • HOW TO GET ADDRESS CHANGED IN YOUR DRIVING LICENCE?
Requirements for Change of Address in Driving Licence:

• The applicant should possess a valid Driving Licence with address proof.
• The applicant should write an application in proper format mentioning the details of new address whether temporary or permanent with original Driving Licence to the Licencing Authority of the jurisdiction where the applicant resides. 
  • HOW TO GET FRESH CONDUCTOR’S LICENCE?
Requirements for Fresh Conductor’s Licence:

• Form-CLA-An application for conductor’s Licence shall be made in writing.
• The applicant’s age should be 18 years or more.
• The minimum educational qualification should be 10th class pass.
• The name and date of birth should be verified with original documents.
• Two clear copies of a recent photograph.
• Form MCC – the photograph should be firmly affixed to the Form and the prescribed registered medical practitioner shall affix his signature or seal to the photograph in addition to signing the Form.
• First Aid Certificate issued by St. John Ambulance or a competent authority like Civil Surgeon/Assistant Civil Surgeon.
Note: 
Conductor’s Badge is issued along with Conductor’s Licence.If an existing Conductor’s Licence is lost or damaged or validity of Conductor’s Licence is expired or will expire soon, the licence holder has to apply for a duplicate Conductor’s Licence.
  • HOW TO GET DUPLICATE/RENEWAL OF CONDUCTOR’S LICENCE?
Requirements for Duplicate/Renewal of Conductor’s Licence:
• Form CLD – The application for Duplicate Conductor’s Licence.
• Form CLRA- The application for Renewal of Conductor’s Licence
• Medical Certificate from the registered medical practitioner for Renewal of Conductor’s Licence.
Note:
• The licence produced for renewal should be valid and if the licence was submitted after 5 years from the date of expiry the licence gets cancelled. 
• If the applicant possesses a valid licence at the time of renewal of licence the application should be rejected.
• The duplicate licence should be marked in Red as “DUPLICATE” .
• The Conductor’s Licence should be valid for renewal and should be submitted with in 30 days before or after the date of expiry otherwise the applicable fine is imposed.
• The name and date of birth of the applicant should be checked with the details of all the Conductor’s Licences issued.
• The licence issued is valid throughout the State
  • HOW TO GET FRESH/RENEWAL/DUPLICATE LICENCE TO MOTOR DRIVING SCHOOLS?
Requirements for Grant/Renewal/Duplicate of permanent/ temporary licences to Motor Driving Schools:
• Form – 12 – An application for grant of a licence to motor driving school.
• Form – 13 – An application for renewal of licence to motor driving school.
• For duplicate an application with the Licence number
• The applicant should indicate the category of the vehicle(s) for which license has to be obtained.
• Solvency Certificate
• Rental Agreement deals (if any) for the premises where the driving school or establishment is situated.
• Details pertaining to the vehicles possessed.
• Details pertaining to the instructor as per rules.

Note:
• The application received will be examined after collecting the requisite fees at the counters and the Licencing Authority (Not below the rank of Regional Transport Officer of the Motor Vehicles Department) and the Motor Driving School or Establishment is examined by Licencing Authority and submits a report. After satisfying that the applicant has complied with the requirements as per rules the licence is granted in Form-11.
• The vehicles used for Training at Driving School should have a dual control and has to be certified by the Inspecting Authority
• The Instructor should have minimum qualification of 10th pass with 5 years experience in Driving with valid Driving Licence.
• The application for renewal should be made 60 days before the date of its expiry.
• The duplicate licence issued should bear the mark in Red  as “ DUPLICATE” 


Validity: 
• Permanent Licence Issued or Renewed is for 5 years in Form -11 from the date of issue or form the date of expiry which ever is earlier.
• Temporary Licence is issued for period of 1 year from the date of issue. And the same is renewed for further period not exceeding 1 year at a time.
• The validity of Duplicate Licence is same as the licence validity.
